Bug description

When sharing by link feature is disabled with shareapi_allow_links, Shared by link option is still present in Files sidebar:

Steps to reproduce

  1. Disable sharing by link with occ config:app:set core shareapi_allow_links --value='no'
  2. See option Shared by link in Files sidebar.

Expected behavior

No Shared by link option in Files sidebar when sharing by link is disabled.
