Why

As described here, we're waiting for a shared Service Account to be able to verify the CD workflow to publish the Android app to the Play Store. After getting the Service Account, we need to enable the app publishing step with r0adkll/upload-google-play@v1 in the mirrored workflow to ensure it would work with future template updates.
