Cannot move to the bottom row of the map using mouse

Start the game and go into the first map (my repro currently uses a 30x20 map).
Once the player character appears, click on any open space in the bottom row.

Expected: Player character moves to the bottom row.
Actual: Player character stops at second row from the bottom, and the keyboard must be used to finish the navigation.

This also affects NPC navigation.
