For general Windows 7 installation, this workaround might be useful though I can't guarantee it works since I lack the resources to test it. For 32 bit Windows 7, Node.js does not have tests for it since v13 IIRC, but have you tried installing the 32 bit installer (be it the current one or an older LTS version, e.g. 12)?

Node.js does not support End-of-Life software.
