Tenant Home Page - 'Contact' link results in error

Summary

The contact link on the Tenant home page results in a 'We're sorry but something went wrong error'. Example of where it is supposed to direct the user.

Acceptance Criteria

• Contact link directs the user to the contact page
• I can see a notice above the form describing the kind of things to submit a Contact Form for
• I can select an option from the Issue Type dropdown menu:
  • Depositing content
  • Making changes to my content
  • Browsing and searching
  • Reporting a problem
  • General inquiry or request
• I can click Send to send the Contact Form
• Form won’t send successfully if any of the fields are invalid

NOTE: No real emails get sent out from staging environments

On the Institutional Repository theme the links "About" "Help" and "Contact" all lead to the error page.

This has been merged into base hyku and deployed. All of those links do not error in that env.
