I have noticed value "-99" for ISO_A2 field for several countries.
I don't know for all, but for France and Norway it seems to be a bug.

ne_110m_admin_0_countries has the same issue, the ISO_A2 and ISO_A3 field values for France are "-99".
according to the ISO web, the two fields should be FR and FRA
