[Pre Release] Ensure release Feature List is drafted and distributed

Ensure the Release SIG drafts the detailed Feature List, which describes the contents of the release. Provides this to release stakeholders, as needed (for example, the O3DE marketing committee may need this in advance of the release as input into marketing requirements).

Try to identify a "theme" for the release.

1. Publish an initial feature list file
2. Notify sig-all, sig-release asking the community to contribute
3. Contact Joe/Naomi to reach out to partners to contribute
4. Review closed issues to see if anything else should be added.
