What's the feature?

refactoring high-level apis under mmedit/apis based on branch 1.x

Any other context?

  1. You should also correct the task value in the metafile, e.g. https://github.com/open-mmlab/mmediting/blob/1.x/configs/basicvsr/metafile.yml#L31
