Details of the problem

Firstly: The configure script that should be present in the root of the package is missing.
Generating a configure script with autoconf ends up with the following error messages:

Make sure you downloaded an official tarball from https://www.open-mpi.org/software/ompi/v5.0/

(the tar and zip files from GitHub should not be used)

@ggouaillardet is correct. Per https://docs.open-mpi.org/en/v5.0.x/installing-open-mpi/downloading.html, we unfortunately cannot suppress the automatic tarballs that Github creates.

Please download an official Open MPI tarball from https://www.open-mpi.org/ -- those are properly bootstrapped, contain a functional configure script, etc. See the build instructions here: https://docs.open-mpi.org/en/v5.0.x/installing-open-mpi/index.html
