Feature: add notification controls

Current behavior

Currently, users receive notifications every time someone they follow posts a highlight, get a follow, or a reaction, but can't turn them off/on.

Suggested solution

Allow users to set their notification preferences. We can add this to the settings screen, under "Manage subscriptions" using toggles from the design system components to turn on/off notifications like:

(toggle) - highlights posted by users I follow
(toggle) - reactions to my highlight
(toggle) - new follows

We could also add a link to the notification settings from the notification page.

This is not urgent, but a nice to have.
