include libnehd.h into nebd packages

Describe the bug (描述bug)
installed nebd package does not include header file libnebd.h, it forces third-party software to include a copy of the file,
the copy may be out of sync with installed nebd binary, it is possible makes third-party software unstable.

To Reproduce (复现方法)
no libnebd.h found under /usr directory and its sub-directory

Expected behavior (期望行为)
include it, and put it into /usr/include/nebd directory
