extract: Clean headers even if no segmenting is configured #70

Currently, extract.py only cleans up the headers and metadata for pofiles that belong to segments (or third-party apps).

So unless you define segments in your config.yaml, you don't get any of those standardization benefits for default pofiles like django-partial.po.

i18n_tool should clean all pofiles it creates.
