This is a large issue that will need to be broken down into smaller, tractable work streams.

AC:

Decide which document store and search platform Open edX will support -- assuming we have to make that decision.
Contribute to advancing the DEPR ticket
Create an OEP or ADR to capture the decision in the applicable repos.
