Tooltip behavior change

When tooltip is enabled on shapes, we received feedback that tooltip table is not useful on move event since geoshape area is vast and displaying tooltip whenever user moves inside same shape is causing bad user experience. One of the solution suggested was to add an option to enable tooltip on click over mouse move.
