Describe the bug

Run into this error after triggering the release of the Ruby Client 4.0.0-beta.1

Additional context: A new external CODEOWNER was recently added to the repo.

To reproduce

Retrigger the Release Drafter workflow

Found the issue:

Unknown owner on line 1: make sure @jayeshathila exists and has write access to the repository

@nhtruong As @peterzhuamazon mentioned please open a PR to move them to emeritus section in MAINTAINERS.md, and remove from codeowner.
