Traffic Policy Mappings display N/A for Failure Policy

Description

Traffic Policy Mappings display N/A for Failure Policy whereas the Bind Page displays FAIL_OPEN.
QA manager suggested that we should be seeing FAIL_CLOSE instead of N/A on the Traffic Policy Mappings page.

Expected Behavior

User should see a consistent display of Failure Policy across Bind and Traffic Policy Mappings page.
