Version bump fails when there's a network hiccup when downloading assets

Thank you for reporting an issue.

During the version bump process of the providers/modules, sometimes there might be network hiccups when downloading assets (for example, the SHASUMS file). If this hiccup occurs, we just skip bumping the version of this provider/module

One example in this run:
Get \"https://github.com/opentofu/terraform-provider-boundary/releases/download/v1.1.6/terraform-provider-boundary_1.1.6_SHA256SUMS\": dial tcp 140.82.113.4:443: i/o timeout

We should retry on these specific errors, specifically when downloading assets (and maybe even for other types of requests that may fail)
