Linter Configurations

I'm starting to investigate the linter and as we are developing using source files (for now) I was a little disappointed to find that the linter has be configured for each library.

We are using a CMS which generates a new work library for each piece of work, so this approach won't work for us as we can't enforce the linter for each and every library used for development.

So my questions are:

1. Is there a way of making a configuration 'global' so it can be automatically picked up for all libraries of, say, a particular naming convention? Or could that be added as a feature?
2. Is there a way to publish a 'standard' configuration for all developers to follow? I know from personal experience that if certain developers can change the config to suit their own particular style, they will, and would like to nip this in the bud.
