uapi: clean Rust documentation for all UAPI #50

By now, the UAPI Rust implementation is nearly empty. This should be properly added and Rust doc being generated alongside the UAPI crate generation.

Note: the meson build system maturity need to be analyzed so that the usual targets (build, but also clippy and doc) should be added.
