Recommend related charts on every data page and old-style grapher page.

Phase 1: recommendation

Goal: identify a good recommendation algorithm and turn it into a demo

Turn the existing demo into an admin for labelling related charts
Develop an initial rating set and check for agreement
Evaluate embedding approach +/- diversity
Evaluate co-views approach
Create a once-off demo on a staging server and seek feedback

Phase 2: production

Decide on production architecture
📐 Get design feedback from Marwa
Implement production baking
Implement production design tweaks
