Public can edit file if they has role "can upload" #9178

Version | 5.1.0-prealpha+0ac03d8a8
web 9.0.0-alpha.5

Steps:

create folders f1
create .odt and .txt file inside the folder f1
create link to folder f1 with Can Upload role
public opens link

Actual:

public is able to create file/folder (New button is available) - maybe web issue? @tbsbdr do we need it
public can edit .odt document
public cannot edit .txt document - 👍
we don't have description of this role if we type to hint button
