Update the Console dapp

Closes #4157

Updates the Console dapp to use React, remove the old one.
Adds some new functionalities:

• Have some settings (bare minimum: show/hide timestamps, execute on Enter)
• Have some snippets of code the user can save and execute easily
• Easily add/remove watches (bottom of the dapp)
• Nicely inspect Objects in the console (don't use JSON strings)
