I'd love to a layers window for pencil this
the layers window will only show the layers that where made on that tracks key frame
Ie layers window will change with the key frame the user select this will speed up the workflow.

This could be considered as a feature request, but please clarify your proposal as it is not quite clear what you would like to see 👍 :)
I would rather have pencil2D to be stabilized and bug fixed to what is possible and then worry about changing stuff, but these kind of proposals will come in handy when the program gets repaired.
Note: If it's what I'm thinking, this has to be related with the new 2.9 beta version, Krita now has a way of hiding or showing layers that have actual keyframe information to optimize space, but I'm not sure this is what the OP means.
[2018] After re-reading this issue, I agree that having multiple layers might be difficult to visualize, so what the OP seems to be suggesting is to allow the user to show/hide layer tracks on the timeline. This could be done in a manner of ways as proposed in the feature tracker (e.g tag / color filters) but this particular behavior has to depend on the timeline re-write.
