Document/highlight selection via URL

As a DM user, I want to be able to indicate a specific document or highlight within a project via a value in the URL. The links inspector should provide a way to generate that URL and copy it into my clipboard. When I load the application at that URL directly, it should open to the appropriate project, load the document in the document grid, and select the highlight if the selected target is a highlight.
