Implement drag and drop resorting of highlights list

In editing mode, can the link/annotation area of the highlight rollover appear above the list of links? I am imaging it being a pain to have to scroll down in items with multiple links, every time you want to make a new link/annotation.

Make it so that you can drop a new item anywhere in the list, simultaneously integrates drag and drop resorting of this list. Then remove the "drag item here" box (but retain the instructions somewhere visible).
