Autopilot HDG/SPD mode: "FLC" button does not enable FLC mode #4

Tested using Cessna 172 & Bonanza.

Change to Autopilot HDG/SPD mode
Press the "FLC" button (top middle)
FLC mode is not enabled, whereas I'd expect it to be
