From #5, a workaround/fix is to force windows to use UTF-8 (check the checkbox, and possibly reboot to apply the changes).
Windows, Region settings dialog

Since the error occurs even with U+00D1, it seems obvious this is a generic unicode problem. Unsure if this is fixable on the lua side, needs investigation.
