smart-open 1.11.0+ is Python3 only but pip under Python 2 is unable to automatically select the right version since smart-open is missing the Requires-Python metadata as defined in PEP-503

Under python 2: pip install smart-open using the latest version of pip installs smart-open 1.11.0
