This sub-issue is part of #443.

Introduction

In the Dataset Explorer, the Group filter is initially not applied; the user can use the pull-down to select a Group, and the Datasets are filtered by that Group. When the user has not selected a Group, the Group selector shows blank. The requested change is to change this to display 'All'.
