Annotations are not shown in PR / commit #249

This uses this feature: https://github.com/actions/toolkit/tree/main/packages/core#annotations
However, the annotations only appear as build annotations and not anymore on the commit view/pull request "Files changed" tab (last tested 2024-01-18)

Maybe the annotations should be replaced with checks api, see #30
