Unable to create Azure Web App with "blank" stack setting/correct Node version via ARM.

Provide sample ARM script for creating Web App as part of the generator documentation.

Describe alternatives you've considered
Manually provisioning the app seems to be the only option, even basing a new template off of the export off a manually created web app appears to create an app for .NET.

This should be also added to the documentation, bicep or arm doesn't matter. But a tutorial on how to get your code up and running in Azure. This can go with Deploy Teams app to store documentation
