Implement basic functionality for User Settings:

  • Add Apollo GraphQL resolvers, types, queries, and mutations
  • Add Settings page and any necessary components such as Form
  • Settings will likely need to be saved to the database following GroupConfig as a reference
  • To start out with, settings can include a dark mode toggle, with dark mode as the default

This item depends on light mode being implemented.
