Group Rules

We need to add the ability to set rules or guidelines for a group similar to other social media platforms. A nice to have would be to prompt new group members with the group rules and ensure they agree to the rules before joining.

Since server rules have already been implemented, they can serve as a reference point for group rules.

Proposals to change or add group rules should be implemented in a follow up PR.
