one of the requirements before migrating is to make the site offline. I successfully migrated the plugin though after im going to make the site online again, i encounter this error. is this related to the migration things I've installed? thanks.

No it's not directly related to the migration itself. But it could be that there are too many groups for Joomla to handle (see the Permissions tab on this page). Joomla can't handle more than 70 groups or so to be displayed in any of the permissions accordion.

What you can do is to delete Projectfork groups of projects you no longer need. If you go to:
Joomla > Users > Groups, you'll see that the migrator created new groups for each project, like this:

  • Projectfork
    • Project A
    • Project B
      • Project B Sub-group
    • etc...

Sadly there is nothing I can do - The Joomla guys need to come up with a solution for this.
