There are several metrics that verify the health state of the deployed nodes. According to the issue hashicorp/terraform-provider-azurerm#3719 there is no option to define multiple scopes for single alert. We should track this issue to add essentials alerts such as validator count to Azure Monitor.

As for now we should leave the note at Azure README that there is no option to create this alert automatically and propose the end user to create it manually.

hashicorp/terraform-provider-azurerm#7159 fixes the issue. However, there are adjustment needed on our side to fix this issue. Will be fixed later.
