Please explain what is the difference with Codestation's HENkaku Offline for Android.

It has a few more options:

download latest payload directly from henkaku repository
push vpk files from your android device (tap .vpk links or share a file)
browse vpkmirror.com in app and upload directly from there
validate vpk files befor uploading

TIme permitting, it will have a few more in the future :)
