Add ESC example for OCI provider config

Per convo with @JonParton in Community Slack, we would do well to add an example of configuring the OCI provider with ESC.

(Jon also got thrown off by trying to add the PEM secret via the table view and had a rough time.)

I can add this content if we know where it should go. Jon suggested it should go as a section in Install and Config, which I think is reasonable, but I get that we might want to have a larger discussion about where we should put ESC examples in the docs, since they may get a wider audience if they were under ESC rather than in the Registry: https://www.pulumi.com/registry/packages/oci/installation-configuration/

Since Insights also consumes an ESC environment, I am thinking it might be better to put it the content in the Docs under ESC, and perhaps link to it from the Pulumi Cloud docs as well as the IaC provider config page.
