Release v0.2.1 checklist

We've had a lot of nice improvements and updates to the theme, can we get a new release out soon? That's also a blocker on the sphinx-book-theme, which currently depends on the config in master.

Off the top of my head, I think these issues should be blockers on a new release:

Bugs:

• BUG: TOC links jump to section with some offset #147

Easy features:

• Make primary color (navigation hightlight, section titles) configurable #138

And maybe, but probably not strictly necessary:

• bootstrap cdn site blocked security risks. #89
• adding captions to left sidebar #135
• adding requirejs dependency #149
