Add a CHANGELOG

Hi folks,
I would be good to know the changes between the new versions of rope.
Could you make a CHANGELOG file or specify the changes in the releases in github?
It would ease the work of people working in some projects.

Thank for the input. At the next release, I will be sure to include a changelog + release notes where possible.

For 0.11.0, the only major change is to fix CVE-2014-3539 (#105).
