What is the expected feature or enhancement?

It would be great to deploy the documentation in https://qiskit.org/ecosystem/ibm-experiment/

Acceptance criteria

the existence of API docs and migration guide in https://qiskit.org/ecosystem/qiskit-ibm-experiment/. With qiskit_sphinx_theme even better.
