About the data use and language setting

1. May I ask how my phone network provider count this app's internet data? I asked because my phone network provider allows unlimited Youtube data usage but only when it is detecting that I am using the Youtube app.

2. Is that a way to change the in-app language seperately like how we usually do for apps installed from the normal App Store? (so that it is different from my system default language)
