Implement FRA report selection and upload interface

Background

This issue focuses on enabling users to interact with the new FRA report type through the platform, specifically allowing them to select and upload FRA data for a given fiscal quarter. The primary goal is to implement the new selection and upload functionalities in alignment with the provided mockups.

Acceptance Criteria

• Users can select new FRA report types and perform a search.
• Users can upload FRA sections for the selected fiscal quarter.
• Users will not yet receive error reports for the upload action.
• Testing Checklist has been run and all tests pass
• README is updated, if necessary

Tasks

• Implement the 'Report Type' selection radio buttons for FRA section choices.
• Implement logic so that only the "Work Outcomes for TANF Exiters" option is selectable.
• Update the page headline to match the provided mockup.
• Run Testing Checklist and confirm all tests pass
