We have a number of configurations that can only be enabled with things like Lima override.yaml file settings (plus additional manual steps), making the settings inaccessible for most users.

Even if we don't have UI support (yet), we should still provide options for rdctl set to enable and disable them:

We'll need another option to switch to the experimantal gvisor support on Windows, but that should be part of #3810.
