SLSA 3 compliant release process #1089

Update the release process:

  • Ensure the build is self-contained
  • Add/update Makefile targets that build/push images as per guidance
  • Update GHA release workflow

Successfully created the following RC releases to test updated release process:

  • v1.10.2-rc.2
  • v1.9.6-rc.2
  • v1.3.7-rc.2
