Create vSphere RKE2 Image #48

We need to create a vSphere base vm image with RKE2 (and its full dependencies) baked in so that we can do a full air-gapped demo using vSphere.

Currently, we are using an ubuntu 22.04 base image created using image-builder. To do this properly we'd need to make changes to image-builder.

Early questions:

Do we we also want to include SLES support
Should we upstream or us our own image-builder
