Run CAPI scalability testing.

We will do the following:

Using the forked CAPD version (needs CAPD Support Remote Hosts #5 and CAPD per cluster docker host #6 )
Run in AWS or GCP. 1 management cluster, N docker host clusters (ideally we'd have terraform for a reproduce the env)
