[scale-framework] Explore options/workarounds for dynamic provider configuration

Explore workarounds for dynamically configuring providers OR require all infra providers in a given module to be configured with valid credentials/profiles

This is not feasible without a way to dynamically configure and add/remove providers from terraform modules. See this known issue for details.

Closing, as the recent generification of the Dartboard modules reduces this issue and we have no direct control over how upstream handles providers.
