Reevaluate and refactor current implementation to mitigate timeout impact

What would you like to be added?

Currently we could intermittently see validation failures due to timeout. Those timeout could come from cosign keyless validation or registry access, where both are remote requests. We need to evaluate the current implementation on the timeout processing and probably refactor it to provide a more stable solution.
