If no value is given for a flag, the engine will create a warning. We should do the same and create a diagnostic for this case.

FROM alpine
HEALTHCHECK --interval CMD ls
$ docker build .
Sending build context to Docker daemon  86.15MB

 ---> 7328f6f8b418
Step 2/2 : HEALTHCHECK --interval CMD ls
Missing a value on flag: interval
