Scenario (the librarian is an admin user):

[librarian] Signs in
[system] Displays options for admin users
[librarian] Clicks on “Create new user”
[system] Opens a form
[librarian] Fills the form: last name, first name, e-mail. Marks the user as a submitter or moderator and saves
[system] Adds the user to the librarian's institution. Displays the new user profile. Sends an e-mail to the new user.
